GCP Migration

Quick update on this one: I've migrated the server from a GCP g1-small to a e2-small. This gives me more resources at a lower price than I was paying originally. I also migrated from the not-quite-outdated Ubuntu 18.04 to Rocky Linux 8. I needed to upgrade my Nextcloud and FreshRSS installs anyway.
